The School-Based Management (SBM) is a strategy to improve education by allowing internal and external stakeholders to govern over education process by extending responsibilities and delegation through the involvement of teachers, parents, and other community members. As a response to the call of the Department of Education to create more effective learning environment to the students through maximum involvement end mobilization of both internal and external stakeholders, Camp General Emilio Aguinaldo High School conducted its 1st CGEAHS Stakeholders’ Forum on the 29th day of November 2019 held at the CGEAHS audio-visual room with the theme, “Kapehan at Kwentuhan para sa Kabataang CGEAHSian”. It was organized by PRINCIPAL II Carolyn C. Simon together with the department heads, chairmen, and selected members of the CGEAHS teaching force.

The 1st State of the School Address (SOSA) of Camp General Emilio Aguinaldo High School was held last 28th of June 2019 at the CGEAHS covered court as part of the 1st Parents and Teachers Assembly. The program flow of the said event was as follows: Opening Prayer led by Department of English and Master Teacher I Thelma B. Baltazar, Nationalistic Song sang bay MAPEH Department Teacher I Lord Cito G. Fadol, Welcome Remarks delivered by Science Department Head Teacher III Elma E. Mansit, State of the School Address delivered by Principal II Carolyn C. Simon, School Rules and Regulations discussed by Guidance Councilor Elenita B. Bagongon, Rules of the Conduct of PTA Election explained by AP Department Head Teacher III Cristina Z. Espiritu, and Closing Remarks delivered by MAPEH Department Head Teacher III Venerando G. Espiritu. The said program was attended by parents and guardians of the students from Camp General Emilio Aguinaldo High School across year levels.
In the welcome remarks, Science Department Head Teacher III Elma E. Mansit acknowledged the presence of the external and internal stakeholders for attending the 1st State of the School Address (SOSA) vis-à-vis 1st Parents and Teachers Assembly. Moreover, she gave an overview about the topics discussed during that day.
Following the welcome remarks was the State of the School Address (SOSA) delivered by Principal II Carolyn C. Simon focusing on the School Report Card (SRC). The School Report Card (SRC) is used as the school’s communication and advocacy tool, wherein it contains the school’s accomplishments and current state for easy reference, especially for schools’ external stakeholders. Through the School Report Card (SRC), both the internal and external stakeholders meet and communicate toward the school advocacy campaigns. Moreover, it aims to “increase community participation and involvement in school operations and activities by providing stakeholders a snapshot of the status of the school and advocating for areas that need their involvement”. The said school report card (SRC) earned it legal basis on the following: Firstly, Republic Act 9155 otherwise known as the Governance of Basic Education Act of 2001. The Section 5 paragraph (c) of the said legal anchorage grounds on the principles of accountability and transparency shall be operationalized in the performance of functions and responsibilities at all levels. Secondly, EO 2, s. 2016, section 3: Freedom of Information quoted as, “Every Filipino shall have access to information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions, as well as to government research data used as basis for policy development”. Thirdly, DepED Order 44, s. 2015 quoted as, “The SIP is a roadmap that lays down specific interventions that a school, with the help of the community and other stakeholders, will undertake within a period of three consecutive school years… The SRC is a tool for advocating and communicating the school situation, context, and performance to internal and external stakeholders”. The school report card (SRC) contains the following features: focused on advocacy and communication, streamlined indicators, included school accomplishment of other stakeholders, and integrated with School Improvement Plan (SIP).
The school head’s State of the School Address (SOSA) aimed to garner greater stakeholder participation in school activities, promote better understanding of stakeholders on school situation, and provide transparency of school activities and performance. In addition, she utilized one of the ways of disseminating the School Report Card (SRC) by doing a presentation to stakeholders during school meetings and assemblies.
